When we go live with the site, I would rather that the issue tracker not be
visible.  At the moment, its visible to anyone, even without signing in.

Without signing in, users can still use the site, and consequently might 
encounter
issues. It seems like the Issue Tracker link should be visible to everyone.

Revising this comment; I do see the utility of issue tracker, but think that 
it'd be
better if we got there from a different place in the portal (so that issue 
tracker is
not the main way to get to the google code site)

Latest consensus: Change name of link "issue tracker" to "Code site". 
Everything else
stays the same
