Returned data should be sorted so that we see the best data first (not the worst) #344

Since our goal is producing high quality data, we ought to make it easier
for the viewer to see that this is what we're all about.

When a search is done on all occurrences then it would be much nicer if the
the list could be sorted so that first the highest quality data shows up,
then the lowest. This would mean searching to get validated first, and
then within validated by quality (since many records may never get quality
rated). Then finally displaying the invalidated data. Currently you
sometimes have to scroll thru pages and pages of unmappable data (e.g. look
for species “variegate”) before you finally get to the three mappable
records.
