We need a data use agreement that users read (or accept?) prior to
downloading data. Also need a link to this data use agreement (separate
from the download page).

The agreement is now included in "test" but as a link only. Ideally this should 
be
included as text inside the message box, not as a link.

This has been implemented in recent versions and the current solution is 
acceptable
