Data download additions #361

In every locality data or model download, include a textfile that contains
the Data Use Agreement, a recommended citation and metadata in download of
data (or models, see below). Ideally, this should also include reviewers names.

all of this has been implemented with the exception of the citation. We need a 
recommended citation text in each download also. This should be provided to Tri 
so he can implement

also may be missing from model downloads (in addition to citation): records (in 
csv table) that went into the model; list of private records that went into the 
model (including owner/institution only, and email if it was provided on 
upload) (see also part of issue #252 for the private data case)

everything ok for model downloads

For occurrence download, still need to include a recommended citation. here is 
the format from model downloads:
Recommended citation:
Réseau de la Biodiversité de Madagascar (REBIOMA). YYYY
Species occurrence data and species distribution models [Data file].
REBIOMA data portal (http://data.rebioma.net). Retrieved MONTH DD, YYYY

note: Presence of private records in models has been implemented (model 
manager); however issue #361 is still open because this refers to the need for 
recommended citation in occurrence (not model) downloads
