r 1472: Unable to Certify #367

What steps will reproduce the problem?
1. I have already some records in My Occurrence To Review as Reviewer
2. Question : Am I supposed to see Records already Certified ?
3. Select some records then select action "Certify"

What is the expected output? What do you see instead?

Dialog Box "No action taken. Hint: Only validated occurrences can be
certified and only certified occurrences can be uncertified.". Or If you
are the data owner, there is no problem with this action.

You are not supposed to see records that are already reviewed if the search 
filter is "My Occurrences To Review". To see records that are already reviewed 
by you the search filters are "My Positive Reviews" and "My Negative Reviews" 
(current terminology).

I am not able to reproduce the error described, and assume this was fixed in 
subsequent releases.
