Implement tools to facilitate IUCN red list reviews #376

Develop tools to facilitate the IUCN Red Listing of currently un-listed 
Malagasy flora and fauna. 

1. Estimate species "Extent of Occurrence" (EOO)
2. Estimate species "Area of Occupancy" (AOO)

Thoughts/issues
a. May want to check Kew Gardens existing IUCN review tools for ideas and 
additional details (ArcView GIS)
b. Do we want to offer this only for modeled species, or all occurrences?
c. Could the solution here be as simple as adding two fields (EOO and AOO), and 
then running a calculation, or perhaps generating presence/absence EOO and AOO 
maps (ascii grids) and including in the model download? 

Overall, this requires additional thought and discussion. This is an 
enhancement promised in the 2010 MacArthur proposal.

A related issue (possibly requires a separate ticket) is how to clip or bound 
models. This is relevant both to continuous and binary models. See Kremen et 
al. Science paper (2008) for one method; produce minimum convex hull polygon 
and use this to clip result. Could be that we provide several types of model 
results for each species/era combination: full, clipped, binary, etc. 
Maxent to EOO example for bryophytes: Sérgio et al. 2007. Biological 
Conservation 135(3):341-351.
