Implement marine database #389

Support marine occurrence data. At a minimum this may require additional 
database fields. If uploaded data are subjected to a geographic validation, 
this may need to be amended to allow data that fall off the coast of 
Madagascar. 

It will also eventually require the inclusion of marine taxa in the taxonomic 
authority, and the development of a marine Taxonomic Review Board to provide 
taxonomic lists and review occurrence records.

much of this is outside the scope of the code site and is in progress (Tantely).

The main issue here seems to be marine occurrence data. Are any changes 
required to occurrence table (or any other) to support marine data? Taxonomic 
Authority is already structured to support marine data. Marine models don't 
require anything but the IsMarine field in the TA.

Fixed for now. Any issues that emerge from here with marine data should be 
given a new issue
