bulk review does not work on more than ~1500 species #402

What steps will reproduce the problem?
1. select large set of species to review (>3000)
2. select action "reliably review" and apply action to all

What is the expected output? What do you see instead?
expect reliable review, instead after several minutes, receive obscure error. 
Despite this, some of the records appear to be successfully reviewed, but not 
all. 

This makes bulk reviews e.g. of 60,000 ant records, very time consuming. And I 
expect reviews of several 1000s of records to be commonplace.

unable to reviewed records by query because of error:
could not insert: [org.rebioma.client.bean.OccurrenceComments]

Might require additional RAM, since this works on 50,000 records on test server 
in Mada
