Publish REBIOMA Taxon Authority as Darwin Core Archive in IPT #450

Stakeholders (e.g., ONE) rely on the REBIOMA Taxon Authority to standardize 
scientific names from verbatim names in original data sources. Access to the 
latest published Taxon Authority through a Darwin Core Archive on the REBIOMA 
IPT would greatly facilitate the use of this resource.

I made an example resource to demonstrate this idea at 
http://ipt.rebioma.net/resource.do?r=rebioma-taxon-authority.

Attached is the source file I used to upload into the IPT resource.
