On the service dashboard, we should have the ability to target services in a single cluster

Right now the service dashboard shows all services it finds on the account. This is going to be a little difficult when the account has dozens of services; impractical.

So essentially we need an options panel (or similar) so we can specify a target cluster so the dashboard will only show services in that cluster
