On newer distros (at least Debian 8.5, Ubuntu 16.04) version 1.0 we are expecting is no longer available. Distro maintainers have to apply manual patches to alleviate that and I think we should just accommodate that (keeping the 1.0 for backwards compatibility - e.g. relatively recent Fedora 23 still has 1.0).
