Reports Hotlink not working since version r294 #103

What steps will reproduce the problem?

1. clicking the report hotlink

What is the expected output? What do you see instead?

Should see a tools generated report. Get nothing

What version of the product are you using? On what operating system?

r294 onwards.

Please provide any additional information below.
