Sound Alert on Tower Alert Bug #51

What steps will reproduce the problem?
1. Upgrade from 20110903a version to SVN (09011 or newer)

What is the expected output? What do you see instead?
When an alliance member is scouted or attacked, expect to see the red 
background and audible alert. Instead, tower alerts still post to chat, 
however, no red background and no audible alert produced.

What version of the product are you using? On what operating system?
Newest SVN on Win 7 with newest GM and Cometbird. It is working on a FF5 with 
newest GM using the 0903a.

Please provide any additional information below.
If I revert to the 0903a release it works fine. I upgraded for the Tournaments 
tab a while back.  If there are issues duplicating, I have adjusted my color 
scheme as well for Tools. While I'm not using the 'Red' for anything other than 
defaults, I thought I would mention it in case this was a contributing factor.
