Population no longer maximizes when training troops #79

What steps will reproduce the problem?
1. open TOOLS
2. Go to Training Tab
3. check Max Population box

What is the expected output? What do you see instead?
Has always allowed player to train more troops
No more as of a couple of days ago.  KoC has done something to hamper this.  
With NO TROOPS TRAINING and NO BUILDS, if you UNCHECK the box for Max 
Population your population actually goes NEGATIVE.  PLEASE FIX THIS

What version of the product are you using? On what operating system?
January 16th version Koc Power Tools Version:20120119d

Please provide any additional information below.
Noticed a couple of days ago that troop training has slowed to a crawl on all 3 
domains that I play.  Just figured it out a few minutes ago WHY...KoC has done 
something to nullify Max Population
PLEASE FIX
