Cottage lvl 10 versus autotrain #83

What steps will reproduce the problem?
1. Need some math done in the way auto trainer works, if you have only one 
cottage, and you make it level 10, auto train stops working as it seems it 
cannot calculate when it has to use 100% of workers on a lvl 10 cottage. (and 
you obviously NEED to set it to 100% with just ONE cottage in the city)

What is the expected output? What do you see instead?
The trainer just wont work unless you set it to use 50% workers only

What version of the product are you using? On what operating system?
VERSION: 20120305e on windows XP Home edition

Tools no longer has auto-train
