Mass Knight Combat Skill assignment does not work correctly

What steps will reproduce the problem?
1. Assign many knights to up to 8 cities. (In the new domain, I wanted to get 
off the mark quickly so I had assigned approximately 39 additional knights to 6 
cities)
2. Click assign available points to combat
3.

What is the expected output? What do you see instead?
I expected to see many knights with 56 combat but instead I received errors 
(cannot process at this time) and when I refreshed, I see that some of the 
knights did indeed get combat skill but many got politics, some got int, some 
got res.  

What version of the product are you using? On what operating system?

Firefox 11 on Windows XP.  I cannot give you the exact number as I updated 
after the problem.  However, I had downloaded the most recent version when I 
started this new domain (346) two weeks ago today.

Please provide any additional information below.
