Request Set Traps and Change Mercs Citywide #9

Summary pretty much covers it.  Feature request for a "Set All Traps" or "Build 
Max All" and a drop down box that hires mercs for all wilds instead of 
individually for each city on the Wilds tab of Power Tools. 

Even a couple radio buttons for none and vet mercs would make sense and be 
useful.  Using drop downs makes for too much navigation and clicking.
