HostAPD was not usable for internet access as there was no dns assigned to the DHCP interface on the connected device
Systemd-resolver only allows local resolution of dns stub (not recurs) and only on a localy bounded address (not lan connection available)
Although dnsmasq could be used for use as a dns server, it cannot be pushed out as a dhcp option because it's ip address on the network cannot be predicted as the network address is auto assigned by nature of 0.0.0.0/24
I tried UseDNS=true on the eth interface that should take in the dns ip address of the eth but that didn't seem to work
I added static OpenNIC ip addresses to have the dhcp server push out those ips to the hostap clients that will resolve
