We prototyped the VLAN configuration (similar to https://github.com/tomeshnet/deployment/issues/2#issuecomment-386834866) with LEDE on LibreRouter, but plan to try LibreMesh and let it handle the routing. Put all three LibreRouters into our desired configuration and document.

[ ] Flash LibreMesh
[ ] Try using its stock routing mechanism
[ ] Get Raspberry Pis to talk across LibreRouter links
[ ] Flash all three LibreRouter devices
