IPFS grant admin #72

I'm wondering if grant administration for this project should be merged into the repo. It seems like project admin as well as tracking of something like inventory might be better handled with different project management tools (e.g., even a spreadsheet?)

My sense is you want the repo (as project files) to stand around as a contained resource that doesn't have administration files included. Also given that the inventory will be fluctuating for a while, especially as stuff is sent off, I'm not sure this file will often be accurate...?

The Take Tracking document makes it look like the IPFS Research grant is going through the same funds distribution process as the SSBC one. Is that right?

@dcwalk I prefer to use git repo rather than spreadsheet to keep things on one platform + identity system for tracking change history. After purchase, I think changes will be minimal, each giving out of hardware will be a line addition + subtract from inventory via PR, same with takes, which seems clearer to me if we don't go off onto a spreadsheet platform. I think this actually prevents stale data than if we are trying to sync information on two platforms.

I was also split between whether this should be on same repo or separate. There were some confusion when we have some tickets on the SSBC ScuttleMesh repo, and had to do a lot of cross-referencing and people have a hard time locating things. Since this is low overhead and just a couple md files, I would like to try keeping admin on same repo. If it starts to introduce too much admin traffic or it starts to not make sense, we can move admin to a fresh repo?

Updated Current Inventory. USB adapters have not arrived, and LoRa hardware is in the AliExpress mess (I received 60% of the money back through AliExpress and in a couple weeks I should have the full amount back through credit card chargeback, holding off on re-ordering until funds clear).

Merging this in for now, since we have most important items on hand, and I'd like the start the Take process for salaries. May move this folder to another repo later on as @dcwalk suggested.
