Scope issue when dragging selected components #215

If a complex field of items is selected, including a board layer item that is 
larger in respect the underlying items, it is possible to correctly drag out an 
area to select several items to be dragged to a new location. However, if you 
purposely use ctrl to unselect the board area, then try to move the remaining 
selected items, it will incorrectly revert to selecting the underlying board 
area when the drag to a new location is attempted. Just using the "lock layers" 
for boards is not a solution, as often boards are overlapping other boards, and 
only one may need to be moved.

Hmm, I use this all the time and works ok. Do you have a file that causes 
issues?
