Have the asset management system pull project definitions from SharePoint #92

Project names may be a combination of columns from the SharePoint table. Also pull across relevant dates and the TPR number. New projects are added to the local SQL table. Admin can still add new projects because there will be specials

Cron job on server uses loader/import_projects.py to load projects from CSV exported from SharePoint onto Pinky.
