Generator behaves inconsistently with multiple arena group settings

What happened?

The generator works fine when using the default speed setting, but when I apply multiple arena group settings, it starts behaving unpredictably. Items are dropped at inconsistent rates, and the item limit isn't enforced.

Expected Behaviour

The generator should drop items at a consistent rate based on the settings, and the item limit should be enforced across all matches.

How to Reproduce

Set the generator to default speed (works fine).
Apply multiple arena group settings.
Observe the following issues:
Items are dropped randomly, with inconsistent rates.
The item limit does not seem to work.
