Truss Consensus: PoW + References

Conseusus Interface:

Fork Resolver (add the PoW of this branch)

Block Publisher (broadcasts the blocks when they are ready and a solution is found)

Block Completer (build transactions into blocks)

Block Injector (forces references to eth chain in each block) If its not avalible, thats fine.
