Only allow the provider list and location filter list to scroll #14

It'd be good if the body was locked from scrolling, and only the main provider list and the location filter list could scroll. This would mean that however far down the list you are, the selected panel would always be in view when you select a provider. Obviously, this is only an issue on desktop.
