Unable to get FIX data from my receiver #543

Hi, I'm on my personal project and want to use my c099 f9p module as a rover. I tried running rtktcv using the conf file below, but it showed me the float data the most, and rarely fix data.

I am using base station that provided from Korean government, and my rover uses RXM-RAWX and RXM-SFRBX for output message. I also tried command "st" and I could not find anything wrong. It rarely shows me the fix data, but it's value is same as the single's one. Would you please tell me what am I doing wrong?
