It doesn't seem possible to power on the TV remotely by sending the equivalent of key presses because the TV is not on to receive them.
It should be possible to power on the TV using Wake-On-LAN remotely.
I haven't played with WOL with panasonic TVs but it should just require a MAC address.
I believe that this is how the Panasonic TV application can wake the TV remotely.
