Elixir 1.13 support

Description

Bump several dependencies to support elixir 1.13, including:

• fun_with_flags: 1.7.0 -> 1.81
• redix: 1.1.4 -> 1.1.5

Fix elixir 1.13 breaking changes on Config module, while still supporting back to elixir 1.10.

Testing

Ran as standalone, as given by readme. Also validated no additional static code analysis issues via credo, dialyzer, and sobelow.
