Add population per county #5

This allows case rate to be calculated, which is more valuable for detecting counties that are having disproportionately large outbreaks.

Not sure if this will be helpful down the line, but I've found population data here: https://www.census.gov/data/tables/time-series/demo/popest/2010s-counties-total.html

That looks like the best source. There's also this: https://factfinder.census.gov/faces/tableservices/jsf/pages/productview.xhtml?pid=PEP_2018_PEPANNRES&src=pt but it's out of date and may just contain the same data anyway. A daily population estimate would be a fantastic addition to the data!
