Done: reconfigure how the inner Galaxy's clouds are defined & extracted. To do:

Rebuild the Perseus arm at low-velocities
Add the negative-velocity clouds back in.

This will involve either prettifying the first_quadrant_cloudfirst_experiment.py code or writing a new script that copies it (which is my preferred approach).

Addressed with commit 50645842f5e1aaf60297ded568fb97b52558a875

wherein I wrote the code new_cloud_extractor_q1.py and also added make_firstquad_stub.py.
