Delete all old "ONCvar" stuff and rename "UKvar" to "ONCvar"

This is a high priority from Bo's standpoint so let's get it done.

I have an idea.

We'll still go ahead and delete / rename / move as much of the "old ONCvar" stuff as we can.

But instead of renaming EVERYTHING internally from UKvar to ONCvar, we'll just fiddle with the outputs of table_maker.

Bingo!
