Managers should be able to mark a backfill requested item as denied or approved

How I'm doing this:

In loan table (shows outstanding loans), items will now be able to have a "backfill requested" status.

If an item has a "backfill requested" status:

• there will be a new column showing the backfill status (pending, approved, denied)
• the manager will be able to click on that status, and a control panel will appear, allowing them to approve or deny it.

If approved,:

• item will go directly to disbursed state
• the backfill status will change from "pending" to "approved"

If denied:

• item will go back to loan state
• the backfill status will change from "pending" to "denied"
