Spanish characters #144

What steps will reproduce the problem?
1. if introducinos Spanish characters like ñ or accents and ... not get a 
valid response.
2. final CleanResults results = as.scan("ñ", antiSamyPolicy);
3. return results.getCleanHTML();

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
antisamy 1.4.4 / Windows 7

Added testcase to AntiSamyTest#testIssue144, this works on linux.
