Initial commit of updatechangelog Gradle plugin #1

This PR is about introducing a Gradle plugin for simplifying the process of updating changelogs.

Before we always needed to update the version and date manually, then this nice task was introduced and copy&pasted in each Gradle project.

Now it is time to release it as a plugin and get rid of the code duplications
