Add Inline Padding as Global value #1038

Add a global value in GB settings to store Inline Padding as a CSS Custom Property This custom property can be applied to Container Blocks Left and Right Padding. Which will allow users importing new GB 1.9 Patterns to control container padding to match their current site.
