What does this PR do?
Creates the GPIOProxy class to mock RPiGPIO whenever it cannot be imported.
Creates the Motor class to manipulate a motor.
Creates the Robot class to control the movement of the robot.
Adds the PR template being used here.
Adds a github workflow to automatically create issues.
