[ ] Victory Points for combat kills need to be reconsidered (this doesn't actually seem to be in effect anyway)

[ ] Instead of Gold contributing to Victory Points, there should be a Territory Action to build an upgrade that does nothing but contributes the Victory Point of being an upgrade on the Territory. This adds strategy because it makes it an active decision to convert Gold to Victory Points -- whereas Gold contributing to Victory Points is very passive and has no cost. A "tech tree" of VP options would be good. Similar to the Farm, which is currently the cheapest option to get VPs from Territory, there could be a series of Upgrades just dedicated to increasing VP contribution of the Territory
