Start tracking Cargo.lock

This is mainly to track the commit of bombercrab-player. Helps with reproducibility.

The CI will be likely red until we make https://github.com/tonarino/bombercrab-player public (unless I invest time to fetch private repos) - but we want to do that soon anyway? Perhaps nobody will be so quick to find that before us announcing it.
