When a DSP queries the SSP whether an advertiser is in any publisher's block
list, it would be convenient if a status code is returned if the advertiser is
blocked.
The main reason for this is:
* The publisher may want to manually verify the advertiser and thus respond
with a "pending verification" to indicate that the DSP should check again once
the verification has taken place (by polling as described in the documentation.)
A second reason may be to indicate that the advertiser is permanently blocked
by a publisher. A possible scenario when an advertiser is _not_ permanently
blocked might be if all premium advertising space is bought by some company and
competing brand advertisers may not be accepted on the site while this campaign
is running.
