Shortcuts for project explorer and outputs don't work #143

What steps will reproduce the problem?
1. You set the shorcut in tools -> Configure shorcuts for Project Explorer 
and Outputs 
2. Assigned shortcut does not work.

I'm using qdevelop 0.22 on Windows XP and Slackware Linux.

I have looked in source of qdevelop and it seems that there exists actions:
actionOuputs and actionProjectExplorer but they are not connected to 
anything. To menu you add addAction(dockExplorer->toggleViewAction()) and 
menuView->addAction(dockOutputs->toggleViewAction()) which are not childs 
of main window so in the table for assigning of shortcuts (which you get 
as all child actions of main window) you have displayed actions not 
connected to anything and not those that are in menu.
