Add new Driver WoSensorTHO for the SwitchBot Indoor/Outdoor Thermo-Hygrometer

The official BLE API doesn't contain information for this device yet, but @vostok92 was able to decode it in https://github.com/OpenWonderLabs/SwitchBotAPI-BLE/issues/26#issuecomment-1585525955
