Restrict who can spectate/chat in games that are part of a tournament #133

Some players are spectating games that they are not playing in during a tournament when they are supposed to be playing their own game and typing things in chat (the equivalent of table talking)

Potential solution: for games that are part of tournaments, restrict chat to only the players in the game and spectators who are listed judges/owners of the tournament
