setup of CPython via PythonEnvironmentBuilder (like cmd lines -Xfrozen_modules=off ) ? #304

would be nice to have a general interface for that,...

As I'm not the one who likes nor uses that "builder stuff" if not forced too, I have no clue what the API should look like in regard to CPython options.
