This is still heavily a work in progress. The idea is to create a new, higher-level representation of an AST and use that while linting functions.

Coverage decreased (-4.5%) to 88.4% when pulling cb528c5cd738df8d116ac803788e08b0fbb099a9 on fw/semanticast into 7573f658511732bcfafe547698478176914d8520 on master.
