Update README.md #39

Removing specific instructions for using vargrant-swift and replacing with a reference to the README.md (this will avoid constent updates to this project when updating the functionality of vagrant-swift).
Removed notice about Swift 3.0 vs 3.1.1 for the same reason as above.
