Restructure and split up modtools module. #117

Related to #85

Currently modtools is one modtool since its ancestor was a userscript. This results in several difficulties and complicated code. It is probably a good idea to restructure the module itself and seperate it in several modules. An initial brainstorm makes me think we need at least the following modules.:

Modtools, the basic functions like mass removing/approving.
Removal reasons, as far as functionality goes this already functions as a seperate module anyway.
User history, also useful on other subs where people do not mod.

I vote to move [H] into the mod button.

That could certainly work, although I am not sure where it would fit in the current interface. I guess we could do a history tab where the current output of the [h] button will be displayed. Additionally it might be a good idea to give people the option to copy the history output instead of just posting it to RTS.

Assigned 2.1 although part of this will be lifted to 2.2. We might need two different issues for this.

It's 90% finished, but finals started yesterday. Should be completely finished by the end of next week at the latest.
