have toolbox keep you from commiting a wiki change without first filling out an edit summary (opt-in) #460

Every time I go to edit a wiki, I remember to include an edit summary exactly a half second after I hit "submit". And when you're going back through a wiki that's been edited a thousand times in the last month, trying to find one change and there are zero edit summaries, that feels a whole fucking lot like death.

Yes, it's bondage, which @agentlame is against, but it's voluntary bondage. Its like binding yourself to the mast so you dont jump to your death when the sirens sing.

This would be a better issue for toolbox then RES, because of all the ways to commit wiki edits within the subreddit toolbox configuration.

Options would be to have this is a simple global preference, or to have it as a module with more options for configuration: mod macros/removal reasons/automod/main wiki - specific subreddits - specific pages.

I'm fine with this so long as it's personal setting.
