We should update the ubuntu repos before installing qemu-user-static otherwise we can sometimes be hit with 404 errors.

RHEL failed during the build step [MIRROR] gdbm-libs-1.18-2.el8.aarch64.rpm: Curl error (52): Server returned nothing (no headers, no data) for https://cdn-ubi.redhat.com/content/public/ubi/dist/ubi8/8/aarch64/baseos/os/Packages/g/gdbm-libs-1.18-2.el8.aarch64.rpm [Empty reply from server] but following the link it is up and .rpm can be downloaded. Maybe a temporary outage ? :thinking:
