Start work on a Lineman chapter #47

Definitely not done yet, but got an OK start.

Thanks for starting this @searls! Is there anyone else on the Lineman side that would be good to loop in for a review?

Probably @davemo. It still needs quite a lot more love, but alas. Time is limited.

I did read through what @searls has put together so far and it looks good. The other sections just need some fleshing out to be complete. We could probably pull some of that from the existing lineman documentation; do you have a timeline that you would like to get all these things together by @addyosmani ?

We're very flexible on timeline. We've had the initial content for many sections already land and most of the other authors are happy to land and iterate on work for their chapter. So, anytime in the next 2 months would be awesome :)

Thanks for the check-in! We've all been pretty slammed this year so far. Anyone interested in fleshing out some of the TODO branches of the map? Maybe @theotherzach, @andrewvida, @jasonkarns?
