Allow deploying or installing to Forge custom environments

Forge has custom environments which can have names other than 'development', 'staging', or 'production': https://developer.atlassian.com/platform/forge/contributors/#custom-environments

The deploy and install executors currently only allow fixed environment names. Update the executors to accept other environment names too
